This Journal of Innovation and Development Volume 06 Number 03 contains eight scientific works from various studies. Starting from the work of technological innovations about the government innovation of public service delivery, evaluation of Lampung Province's Tuha Integrated Superior Vocational High School, disparity and structural transformation between regencies / cities in Kalimantan, character recognition of Lampung characters, hydroponic floating raft system on lettuce plants, portable measuring devices to measure retail gasoline, increase student understanding of Islamic value-based trigonometric concepts, and develop mathematical modules for the PQ4R model as sequentially below.

Lesmana Rian Andhika conducts research on "Elements and Factors of Government Government Innovation in Public Service" and states that many innovations have been produced in the Government's public services but cannot show greater inclusiveness of benefits. Research conducted to evaluate the benefits of these innovations uses descriptive qualitative methods with deductively collected data from several scientific sources and Government regulations. The results of the study indicate that innovation governance contributes to improving the quality of public services, but innovation governance can also be evaluated from three sectors, namely: institutions as implementers, policy actors as decision makers, and community participation as recipients of Government service innovations.

Ridwan Saifuddin, Elip Heldan, Zainal Mutaqim, Ika Tri Wulan who conducted the "Evaluation of the Tuha Child Integrated Integrated Vocational High School in Lampung Province" and argued that the establishment of the State Vocational School was a manifestation of the commitment to education development in the region. Thus an evaluation is needed to find out the existing conditions, the learning process, and the achievement of the educational process in the school with a descriptive-qualitative method. The evaluation results show that three main factors need to be strengthened, namely: Human Resources and Educational Administration, Management of Educational Quality through the Internal and External Quality Assurance System, Financial Management, Laboratory Facilities and Infrastructure, and Land Ownership status.

Maria Christina Yuli Pratiwi who examined "Inter-Regency / City Structural Disparities & Transformations in Kalimantan" argued that the development between regions on the island of Borneo was uneven. The study was conducted to prove the effectiveness of the Kutnez hypothesis on the island of Borneo. The study utilized the Klassen typology, Williamson index, Theil entropy index, Structural Transformation, and Gini Ratio to analyze development inequality in 56 districts / cities during the period 2010-2016. The results showed that: (1) the majority of the area on Kalimantan island is classified as developing fast, (2) the Kutnetz hypothesis applies on the island of Borneo, (3) development inequality on the island of Borneo tends to decrease, (4) the East Kalimantan Province the biggest cause of development inequality on the island of Borneo, and (5) the highest structural transformation occurs in Kutai Kartanegara Regency.

Halim Abdillah Sholeh, Yessi Mulyani, Hery Dian Septama conducted a study on "Comparative Study of the Characteristics of Lampung Character Recognition with the Edge Detection Method of Roberts and Sobel" because they were concerned about the extinction of the Lampung script culture because it was rarely used. The study was conducted to preserve the Lampung script culture through the introduction of digital Lampung scripts with image processing and pattern recognition methods. The research was conducted in two stages, namely the Training Stage using image processing and the Training Stage with the back propagation method training in Artificial Neural Networks (ANN). In Edge Detection image processing, characters from Lampung characters were analyzed by line letter pattern using edge detection Robert and Sobel. Image processing results are continued with ANN analysis. The results showed that the Sobel edge detection method was better than Roberts with error percentage of 14.5 and 28.5% respectively.

Carmia Dwi Pratiwi, Ary Susatyo Nugroho, M. Anas Dzakiy conducted a study of "Response to Growth and Production of Three Lettuce Varieties in the Hydroponic Floating Raft System" of three lettuce varieties namely Junction (Lactuca sativa capitata), Romaine (Ls longfolia), and Red Salad Bowl (Ls crispa) with floating raft hydroponic technique. The study was conducted using a completely randomized design with three replications and a simple random sample was taken. The study compared plant variables: plant height, number of leaves and wet weight; and laying plants: near nutrient reservoirs, in the middle, and near residual reservoirs. The results showed that the best plant response to growth and production was lettuce placed near nutrient reservoirs.

Wahyu Saputra, Fransiskus Simanjuntak, Prasetyo Budiyanto, Andri Sepriyawan developed the "DBE Meter for Retail Gasoline Meters" because they thought that the Public Fuel Filling Stations (SPBUs) were unable to service motorized vehicles whose development was so rapid. As an alternative, consumers turn to retail fuel sellers who doubt the accuracy of their measuring devices. This study designed-built an electronic measuring device in the form of a flow meter that uses an arduino uno controller, a simple portable measuring funnel that has been programmed as a measuring device to control. The flow of fuel that goes into the vehicle's fuel tank is put into the measuring funnel so that it can display the amount of fuel being supplied. The test results showed that the measurement error was 0.9 - 2.8% which was still at the permit limit.

Nova Nindarti, Suherman, Syaiful Anwar who conducted the research "Improving the Concept of Trigonometry Based on Islamic Values ​​through Pocket Books" argues that trigonometry is a mathematical material about angles. The use of trigonometry in everyday life is seen in buildings. This study aims to improve the understanding of trigonometry concepts in students with the help of Islamic value-based pocket books in Liwa 2 Public High School, West Lampung Regency. The method used is Quasi Research Design with non-similar control groups. Sampling is done in cluster. The sequence of research starts from the initial exam, trigonometry concepts based on Islamic value books, and final examinations to assess the increase in mastery of students' trigonometry.

Novicha Muthia, Netriwati, Iip Sugiharta conducted a research "Development of Mathematical Modules to Implement the PQ4R Model" which aims to develop a mathematics learning media in the form of a module assisted by the PQ4R model. For the development of learning media, the ADDIE procedure (Analyze, Design, Development, Implementation, Evaluation) is used through interviews, questionnaires, documentation and examinations. Data analysis techniques used are feasibility test, attractiveness test, and t test. The main results of this research and development are the mathematics learning modules for the PQ4R model which have been declared appropriate to be used as learning media with material scores 3.42 and media scores 3.77. The attractiveness test on a small scale obtained a score of 3.49 and on a large scale a score of 3.71 was obtained to obtain very interesting criteria. The effectiveness of media use tested t states that H1 is accepted which means that the module learning PQ4R model is effective for improving mathematics learning outcomes.
